Burlingame’s Missing Puzzle Piece

In a city where both land and affordable housing are hard to come by, the Village at Burlingame by Pacific West Companies delivers a much-needed solution that fits seamlessly into its urban setting. With 132 affordable apartment homes for seniors and families, this development introduces an innovative design strategy that maximizes density, efficiency, and livability on a compact .8-acre site.

One of the project’s most innovative features is hidden below the residences – the underground “puzzler” parking system. Different than traditional podium garages that often require two levels, the puzzler shifts vehicles left, right, up and down, doubling the capacity within a single level. This efficient approach reduced construction costs, increased density, and allowed the site to support a five-story residential building with 145 parking spaces for residents. By condensing what would have been two floors of parking into one, the puzzler unlocked both affordability and feasibility, making the project viable in one of the Bay Area’s most land-constrained markets.

Above the podium, the architecture features stone, stucco and siding detailed with trellises and accented with vibrant colors. The building includes 78 workforce units and 54 senior apartments, ranging from studios at 470 square feet to two-bedroom units up to 772 square feet. Thoughtfully placed common spaces and an open courtyard add opportunities for connection, while the ground level offers communal rooms to enhance resident living.

Close proximity to Burlingame’s downtown, the Village at Burlingame places residents within walking distance of shops, services, and transit options. Along with serving housing needs, the project fulfills the city’s obligations under state RHNA requirements while setting a precedent for how affordability, density, and smart design can work together in a high-demand neighborhood.
